This is done by Windows, not by FancyZones. when you log in right away, Windows considers the second monitor still 'disconnected', and it does what it always does in this case, it moves all the windows to the active monitor.

Unfortunately when the DP connected screen drops it moves windows around and makes the remaining two screens mirror instead of extend.
